DEPARTMENTAL NO.2.

FROM FOREIGN OFFICE TO WASHINGTON

No.7152

22nd December, 1941

D. 4.5 p.m. 22nd December, 1941

Your telegram No.5843 [16th December: transfer of control of Hong Kong and Shanghai Bank].

We have under urgent consideration legal action necessary to enable Head office of this and other companies similarly placed to be formally transferred to London.

2. All accounts of Hong Kong and Shanghai Bank with American banks are understood to be in the name of New York branch of the Bank and operated on by officers of that branch. These officers will in future conduct such operations on instructions issued from acting Chief Manager in London, confirmation of whose position has now been received from the Chief Manager in Hong Kong through the Governor of the Colony, but it is thought that this change need not lead to any question arising as to power of New York branch to continue to operate on accounts held in its name in the United States.

3. It would however be useful for you now to establish contact with the New York manager of the Bank and report direct if any difficulty arises.
